InfoPath Forms Services forms cannot be filled out in a Web browser because no State Service connection is configured for the web application

This is actually really a simple issue, you just need to go to Central Admin > Application Management > Manage Web Applications, select the web application that the InfoPath rule is complaining about, then choose “Service Connections” and check the “State Service”, then re-analyze the rule in a minute or two and voila!

    You need to create the State Service first, then you will find the Check box in Service Connections window.
